Model Performance of Land Records Department in Konkan Region under “100 Chief Minister Action Points”
From Land Survey to Digital Maps – A Comprehensive Success

Under the Maharashtra Government’s ambitious “100 Chief Minister Action Points” initiative, the Land Records Department in the Konkan region has set a benchmark through significant achievements in land management. Initiatives like Bhupraṇām Kendras (One-Stop Centers), ownership schemes, bulk sign projects under e-records, digitized maps, and streamlined documentation processes have gained recognition at the state level.

Digital Surveys & Online ‘K’ Copy
With the implementation of the “e-Mojani 2.1” system, the department has digitized land measurement processes. Within 100 days, 7,848 survey maps (83.13%) have been made available to the public online with geospatial coordinates, ensuring greater accuracy and transparency.

Updated Land Records Portal
The revamped portal https://bhumiabhilekh.maharashtra.gov.in/ now provides 17 integrated services at one place—such as 7/12 and 8A extracts, mutation entries, e-maps, online surveys, revenue payments, and crop inspections.

Land Records Centers (Bhupraṇām Kendras)
These centers in eight talukas offer comprehensive land-related services including 7/12 extracts, survey reports, maps, and demarcation orders—significantly reducing the need for citizens to visit multiple offices.

Ownership Scheme
Under central government guidance, drone-based mapping of Gaothan (village) areas has been completed. Residents received official ownership certificates for the first time—facilitating loans and legal transactions. In the Konkan region, 18,842 such certificates have been distributed successfully.

Bulk Sign System
The department digitally signed 4,794,188 old land documents using automated bulk signature technology under the e-records initiative—enhancing efficiency and document authenticity.

Digitized Cadastral Maps
Scanning and digitization of all taluka maps are underway, integrating them into a GIS-based system. Citizens can now access land maps online, aiding accuracy in resurveying and boundary disputes.

Coastal Revenue Mapping
Surveying and mapping are in progress for coastal areas that lie between the final village boundaries and the highest high-tide line, for land that has formed but is yet unsurveyed.

ePsit System
The department has developed the ePsit system for online mutation applications, eliminating the need for citizens to visit offices and enabling all types of mutation requests online.

Pratyay System (e-QJcourt v2.0)
This online appeals system allows citizens to file appeal cases and receive notices digitally. The current status of appeals can also be tracked online—enhancing transparency and accessibility.

Office Hours for Public Interaction
The Deputy Director, Land Records (Konkan Division, Mumbai), Mr. Anil Mane, will be available to meet citizens, staff, and officials on Mondays and Tuesdays from 3 PM to 5 PM. Citizens can directly raise issues, queries, and suggestions.

These interactions aim to improve transparency, accelerate decision-making, and enhance service quality. The department’s goal is to respond to citizen needs with accuracy, speed, and transparency, using AI and digital tools to bring about a transformative shift in land services.
