All Agencies Must Coordinate for Effective Disaster Management: Collector Kishan Jawale

Raigad, April 29: Considering the geographical landscape of Raigad district, effective disaster management during the monsoon season—covering rain, floods, lightning, and other emergencies—requires coordination among all relevant agencies, said District Collector Kishan Jawale. He instructed that all departments must remain alert and conduct thorough checks and pre-monsoon planning with strict diligence.

The 2025 District-Level Pre-Monsoon Preparedness Review Meeting was held at the Planning Bhavan. Presiding over the meeting, Collector Jawale was joined on the dais by Zilla Parishad CEO Neha Bhosale, Additional Superintendent of Police Abhijit Shivathare, Resident Deputy Collector Sandesh Shirke, and Additional CEO Satyajit Badhe.

In his address, Collector Jawale emphasized that all government agencies must survey vulnerable and high-risk zones. Temporary shelters should be prepared to safely relocate residents from such areas during the monsoon. Sub-divisional officers, police officials, and tehsildars must maintain close coordination during this period. Municipal bodies and corporations must complete drain-cleaning work before May 31. Noting Mahad’s recurring flood issues, he called for comprehensive preparedness and contingency measures in the region.

All departments have been directed to conduct planning meetings with disaster volunteers (Apda Mitras). Railways, national highways, and related agencies must also plan for citizen safety and assistance during emergencies.

The Public Works Department was instructed to inspect and urgently repair damaged bridges, ensure alternate routes are maintained, fill potholes, repair road shoulders, install reflectors at accident-prone black spots, and put up proper signage and diversion boards. All rescue and emergency equipment must be overhauled and ready for use. Departments should ensure the availability of rescue teams, ambulances, evacuation points, food and water supplies, JCB machines, woodcutters, boats, life jackets, speed boats, and generators.

Collector Jawale also warned of the risk of post-flood epidemics and instructed authorities to carry out fumigation and maintain adequate stockpiles of medicines.

To ensure timely medical aid at accident sites, he directed the health department to coordinate with the District Civil Surgeon. He also advised citizens to avoid visiting waterfalls, forts, or dangerous areas during heavy rains. The Irrigation Department was instructed to conduct urgent technical inspections of dams and prepare for controlled water discharge based on rainfall intensity.

Officials and staff were directed not to leave headquarters during the monsoon period without prior permission and to strictly follow district administration advisories.

Resident Deputy Collector Shirke emphasized the activation of 24×7 taluka-level control rooms and instructed all departments to submit comprehensive disaster management plans to the district administration. He also stressed the need to complete rehabilitation work in affected villages before the monsoon.

During the meeting, representatives from various departments shared updates on ongoing preparedness activities, including lessons from last year’s Irshalwadi landslide incident.

District Disaster Management Officer Sagar Pathak delivered the welcome address. The meeting was attended by sub-divisional officers, tehsildars, block development officers, officials from NDRF, Home Guards, MSEDCL, PWD, RTO, NH Authority, Railways, and other key government departmen.
