All Ongoing Road Works Must Be Completed and Made Safe for Traffic by May 31, 2025: AMC Abhijit Bangar

Mumbai, May 20, 2025: All ongoing road works across Mumbai must be completed and made traffic-ready in a safe condition by May 31, 2025. No new pavement quality concrete (PQC) works under the Cement Concrete Road Project are to be initiated post-May 20, 2025, stated Additional Municipal Commissioner (Projects), Mr. Abhijit Bangar.

Mr. Bangar has issued clear instructions that all PQC-related work was to be halted from May 20 onwards. Any ongoing work must be finished by the May-end deadline. In cases where minor portions of the road remain incomplete, these must be finished using mastic asphalt to ensure the road is usable for vehicular traffic.

Before reopening any roads, stormwater drains running adjacent must be tested with actual water flow to confirm there are no blockages. All relevant departments must give top priority to ensuring that Mumbai citizens face no inconvenience during the monsoon due to incomplete or unsafe road conditions, he emphasized.

To make Mumbai pothole-free, cement concretization of roads is being aggressively carried out across all wards of the Brihanmumbai Municipal Corporation (BMC). A time-bound schedule had already been drawn up to finish the work before the monsoon. In line with that, Mr. Bangar has issued comprehensive guidelines to be followed strictly by all contractors and departments involved.

According to the directive:

  • No new PQC work should commence after May 20, 2025, without explicit approval from the AMC (Projects).
  • Any remaining road sections after PQC completion must be finished using mastic asphalt between May 20 and May 31.
  • If a contractor fails to begin mastic asphalt work by May 25, the BMC will reassign the task to another available contractor, at the original contractor’s risk and expense.
  • The road must be made traffic-worthy no later than May 31.
  • A penalty equivalent to twice the cost incurred for completing the project site will be levied on the defaulting contractor.

Additionally, stormwater drains on completed roads must be thoroughly cleaned, and all connections inspected. Flow tests using water tankers should be conducted in the presence of ward office staff and stormwater drainage department officials to ensure there are no obstructions.

All sewer manholes must be cleaned, and any construction debris or rubble must be cleared from the roads. Joint inspections should verify smooth drainage and that all stormwater and sewage manhole covers are intact. Broken or missing covers must be immediately replaced or repaired.

Road department officials must deploy adequate manpower and machinery to ensure all works are completed safely and on time. Compliance with all instructions is mandatory, and daily work progress must be updated on the designated Google Sheet, Mr. Bangar directed.
