Urgent Instructions Issued for Completion of Pre-Monsoon Works on a War Footing
On April 24, 2025, a pre-monsoon and disaster management review meeting was convened under the chairmanship of Hon. Commissioner and Administrator of Mira-Bhayandar Municipal Corporation, Mr. Radhabinod Sharma (IAS). The meeting was attended by Additional Commissioner Dr. Sambhaji Panpatte, In-Charge Additional Commissioner Dr. Sachin Bangar, Deputy Commissioner (Headquarters) Kalpita Pimpale, City Engineer Deepak Khambit, Executive Engineers, Assistant Commissioners from Ward Committees 01 to 06, municipal officers, and sanitation inspectors.
Emphasizing the need to prevent any untoward incidents during the upcoming monsoon season, the Hon. Commissioner directed that all ongoing works within the municipal limits be completed urgently and on a war footing. Chairing the City Disaster Management Committee meeting alongside various authorities, he instructed all stakeholders to plan and implement preventive measures in a coordinated manner.

The Commissioner issued strict directions to ensure that all necessary pre-monsoon measures be completed within the stipulated timeframe. He ordered 24×7 execution of current works without compromising on quality, with special emphasis on pothole-free roads. Immediate repairs of manhole covers and drainage lids were instructed, along with proper disposal of silt near nullahs and interim maintenance of open drains.
Safety measures were emphasized, including installation of protective fencing around under-construction buildings, inspection and securing of electric poles, ensuring operational streetlights and signal systems, and repainting speed breakers and zebra crossings.
In relation to building safety, the Hon. Commissioner instructed immediate inspection and classification of dangerous buildings into three categories — extremely hazardous, hazardous, and potentially hazardous — ward-wise. Swift relocation of residents from such buildings to safer shelters was mandated, along with issuance of notices, coordination with property owners and residents, and provision of necessary facilities at relocation sites.
To prevent electrical hazards, each electric pole is to be inspected thoroughly. The traffic police were also asked to ensure signal systems remain operational during the monsoon. Municipal officials were instructed to repaint speed breakers and zebra crossings on roads under their jurisdiction.
MSEDCL (Maharashtra State Electricity Distribution Company Limited) was directed to secure open cables and DP (Distribution Panel) covers and ensure prompt repairs. Pending roadwork and digging activities by MTNL and MGL must be completed immediately, with roads restored post-completion.
The Solid Waste Management Department was instructed to complete cleaning of closed and natural drains on time and to promptly clear silt collected at the sides post-cleaning. To ensure safe execution of critical tasks like drain and city cleaning, contractors were mandated to provide cleaning staff with personal protective equipment including gloves, masks, and boots. Regular inspections are to be conducted to ensure proper distribution of safety gear.
Ensuring uninterrupted and uncontaminated water supply was highlighted, along with adequate stock of bleaching powder and necessary water purification measures. Repair and close inspection of sewerage pipelines in municipal limits were also directed. Ward officers were instructed to survey and classify dangerous buildings and publish the list as part of the Disaster Management Department’s action plan.
Given the likelihood of monsoon-related illnesses, the Commissioner emphasized maintaining adequate stock of medicines, implementing disease prevention measures, and launching extensive public awareness campaigns. Fire stations are to be fully equipped and operational in emergencies, with emergency control rooms set up at each fire station like the previous year, adequately staffed and stocked with equipment.
Survey of tree branches obstructing traffic was ordered, with pruning to be done only as needed. Green waste generated from pruning must be cleared immediately to prevent accumulation in public areas. Garden and sanitation departments were instructed to coordinate on this matter.
