Right to Public Services: Maharashtra Guarantee of Public Services Act Empowers Citizens – District Collector Kishan Jawale

Raigad, April 28 (JIMAKA) – The Maharashtra Right to Public Services Act, 2015 grants citizens the legal right to receive various public services from the government within a stipulated timeframe, ensuring timely, transparent, and efficient delivery, said District Collector Kishan Jawale.

He was speaking at the district-level celebration of the Act’s 10th anniversary and the first-ever “Public Service Rights Day” held at the Niyojan Bhavan.

The event was attended by Additional CEO Satyajit Badhe, Deputy Collector Bharat Waghmare, Dr. Ravindra Shelke, District Planning Officer J.D. Mehatre, Zilla Parishad Deputy CEO Rajendra Bhalerao, and officers from various departments.

As part of the celebrations, District Collector Jawale felicitated officials and offices providing the highest number of services in Raigad district. The Revenue Department topped the list, delivering 94.36% of services under the Act, followed by the Industries Department (94.12%) and Labour Department (93.53%). Outstanding performers from the tehsils of Murud, Mangaon, and Alibag were honored with certificates and mementoes. Winners of the painting competition were also felicitated.

District Collector Jawale administered the public service pledge to all attendees and unveiled a new awareness message about the Act.

Inauguration of “Aaple Seva Kendra” in Thal Village

District Collector Kishan Jawale inaugurated the model “Aaple Seva Kendra” at Thal Gram Panchayat. Present at the event were Additional CEO Satyajit Badhe, Deputy Collector Dr. Ravindra Shelke, ZP Deputy CEO Rajendra Bhalerao, and Mansi Tai Dalvi. Collector Jawale reviewed the center’s functioning and distributed various official certificates to citizens on the spot.

Comprehensive Progress from Land Surveying to Digital Mapping

Under the Maharashtra Government’s ambitious “100 Chief Minister’s Action Points” initiative, the Land Records Department in the Konkan Division has set a benchmark in land governance.

Key Achievements Include:

Digital Surveying & Online ‘C’ Copies
The department has implemented the “E-Mojani 2.1” system, through which 7,848 land parcels (83.13%) have been surveyed and made available online with latitude and longitude coordinates—enhancing transparency and precision in the process.

Updated Land Records Portal
The revamped portal https://bhumiabhilekh.maharashtra.gov.in/ offers 17 integrated services including 7/12 extract, 8A extract, mutation records, e-maps, e-surveys, land revenue payments, and crop inspections—all under one roof.

Bhupraṇām Kendras (Land Records Centers)
Eight talukas now have fully operational one-stop centers providing access to 7/12 extracts, mutation entries, survey reports, and land maps—significantly reducing the need for physical office visits.

SVAMITVA Scheme
Under the Government of India’s SVAMITVA scheme, drone surveys have been completed and ownership certificates distributed to residents in 18,842 villages across Konkan—facilitating bank loans and legal transactions.

Bulk Sign Project
A total of 4,794,188 historic land records have been digitally signed using an automated bulk sign system, ensuring both speed and authenticity while reducing manual workload.

Digitized Cadastral Maps
All taluka maps have been scanned and are being integrated into a GIS-based system, enabling citizens to access accurate digital property boundaries and aiding in error-free re-surveys.

Coastal Land Survey Projects
Surveys are underway to identify and map unregistered coastal lands lying between village boundaries and the high tide line, to regulate their use and integrate them into the official land records.

E-Psit (Online Mutation Application System)
Citizens can now submit online mutation applications without visiting any government office, making the process more accessible and efficient.

e-QJcourt v2.0 (Digital Appeals Platform)
This system allows appellants to file land-related appeals online and receive digital hearing notices—minimizing delays and eliminating in-person visits.

Public Grievance Meeting Hours
Citizens, staff, and stakeholders can meet the Deputy Director of Land Records, Konkan Region, Mumbai every Monday and Tuesday between 3 PM and 5 PM to share issues, suggestions, or seek resolution directly.
