Konkan’s Land Records Department Excels in “100 CM Action Points” Initiative

Under the Maharashtra Government’s ambitious “100 Chief Minister’s Action Points” framework, the Land Records Department in the Konkan division has emerged as a model of excellence in land governance and digital reform.

📌 Digital Surveying & Online ‘C’ Copies: Through the implementation of the “e-Mojani 2.1” system, 7,848 (83.13%) land parcels were surveyed and made available online with geocoordinates, enhancing accuracy and transparency.

📌 Unified Land Records Portal: The updated portal (https://bhumiabhilekh.maharashtra.gov.in/) now integrates 17 services, including 7/12 extracts, mutation registration, e-maps, e-surveys, land revenue payments, and crop inspections.

📌 Bhupraṇām Kendras (Land Service Centers): Eight talukas now host one-stop centers offering access to 7/12 extracts, survey reports, maps, and measurement orders—significantly reducing the need for in-person visits.

📌 SVAMITVA Scheme: Under the Central Government’s initiative, drone-based village surveys successfully distributed property cards in 18,842 villages across Konkan, enabling formal ownership and easing loan or sale processes.

📌 Bulk Sign Project: Nearly 4.8 million historical land documents have been digitally signed using automated bulk sign technology, ensuring authenticity and speeding up workflow.

📌 Digitized Cadastral Maps: All taluka maps have been scanned, digitized, and integrated with GIS systems, offering citizens accurate access to property boundaries and facilitating error-free re-surveys.

📌 Coastal Land Management: Surveys are underway to demarcate land between village boundaries and the high tide line—essential for regulating and utilizing previously unaccounted coastal lands.

📌 E-Psit (Online Mutation Application): Applicants can now file online mutation requests without visiting government offices, making the system more accessible and transparent.

📌 Pratyay (e-QJcourt v2.0): This digital appeals platform enables citizens to file and track appeals online, receive hearing notices digitally, and avoid physical visits to government offices.

📌 Public Grievance Meetings: Citizens, staff, and stakeholders can now meet directly with the Deputy Director of Land Records, Konkan Region, Mumbai every Monday and Tuesday from 3–5 PM to raise queries, complaints, or suggestions.

These initiatives are driving transparency, efficiency, and citizen-centric reforms in the land administration system. “Our mission is to deliver precise, timely, and transparent services to every citizen,” said Mr. Anil Mane, Deputy Director, Land Records, Konkan Region.
